For the LITHIUM battery usually charging rate is inversely proportional to the life of the battery,ie the faster you charge the shorter your battery will last.
C rating means no. Of times the capacity of battery ie 1C for a 2.6Ah battery will be 2600 mA of current in or out.

Explaining the entire lithium batteries may take a day or so but this video covers the overall picture of the 3.7v 18650 lithium battery.

I personally do not recommend any seller anywhere,that is something you need to figure out your own self neither i sell any cells .But i can suggest way to find easy and reliable seller for bulk quantities,like go for some seller that either produces cells in India itself or imports them from any other country and do check the cell datasheet before buying,and for short orders a quantity below 100 cells please buy from aliexpress the NCR18650b cells from panasonic(the best bang for your buck)-prefer the seller with most no. of orders.
