Samsung seemingly using some kind of *snowflake* technique on their new phones. Same connector - different standards. Huawei uses it's own supercharge technology and Samsung uses a different one. Maybe there is not any fallback mechanism in the note 9? Huawei (p10) can fall back to standard charge mode on a different charger, as you can see it is charging at normal speeds on the Samsung fast charger, but the note 9 keeps throwing warnings on the huawei charger. As you can see both chargers are good: huawei one supercharge the p10 and the Samsung one fast charge the note 9.
